Cien años después: transformaciones de una institución asilar en la República Argentina

Resumen

Se describe inicialmente el contexto histórico, político y científico que permite comprender la obra de Domingo Cabred, quien ha liderado, como presidente de la Comisión de Asilos y Hospitales Regionales, la fundación de instituciones psiquiátricas durante las primeras décadas del siglo XX. Con base en documentos relevados en una de dichas instituciones (Colonia Nacional Montes de Oca), se exponen las características principales que han dado sustento ideológico al modelo asilar: tratamiento moral, aislamiento rural, rehabilitación por el trabajo, ahorros al erario público mediante administración eficiente de los recursos. Finalmente se plantea, cien años después de la fundación de dicha institución y desde un enfoque de derechos, las medidas e iniciativas de reforma en los procesos asistenciales y de rehabilitación que han tratado de superar los principales problemas experimentados por las instituciones que respondieron al modelo asilar, tales como desplazamiento de fines, hacinamiento y vulneración de los derechos humanos de los pacientes institucionalizados.

Abstract

This paper starts describing the historical, political and scientific context that allows us to understand Domingo Cabred’s work. As the President of the Commission of Regional Asylums and Hospitals, Cabred lead the setting of psychiatric institutions during the first decades of the twentieth century. Basing ourselves on documents recovered from one of these institutions (Colonia Nacional Montes de Oca), we explain the main characteristics that have ideologically sustained the asylum model: moral treatment, farm isolation, labor rehabilitation, and savings to the public funds through an efficient administration of the resources. Finally we show, after a hundred years since the foundation of that institution and from a human rights perspective, the reform measures and initiatives that have been taken on the aid and rehabilitation processes searching for an improvement of the main problems of the asylum model, such as the displacement of goals, the overcrowd, and the violation of human rights on institutionalized patients.
